Yes, businesses must use permanent (or durable) kitchenware, including plates, cups, and cutlery. Disposable kitchenware is accepted in limited cases, for example restaurant to-go containers, or for special events (although durables are still preferred). All disposables must be either compostable or recyclable in San Francisco's composing and recycling program.
